Apex court has ruled that Aadhar linking is optional

The Aadhar card in India and its linking to PAN card, bank accounts, mobile phones, permanent account numbers, as well as probably election photo identity cards have made the lives and bio-metrics of all  the Indians a subject of illegal State surveillance that has infringed on the right to privacy, guaranteed by the Constitution as a fundamental right and against the just verdict of the Supreme Court that Aadhar should not be compulsory for linking to the bank accounts, mobile numbers as well as stocks and mutual funds. What does the common man do when Income Tax Department supported by the government, bent on nullifying the verdict of the Supreme Court that clearly states that the Aadhar card is not compulsory but optional. How will the Supreme Court assert its locus standi as the Apex arbiter to stop the Income Tax department from snooping into the bank accounts, mutual funds and shares as well as mobile numbers?  How will the Supreme Court remain relevant if its verdicts are flouted with impunity by the government arms such as the Income Tax department, RBI, SEBI and the Telecommunications Department?
