Don’t demolish buildings but seize them for public usage

In the past few months, a new trend has crept in India and this is to flatten the buildings, resorts and houses of trouble makers, history sheeters et al. It is a good time for business for those selling, owning and renting excavators and bulldozers. Now the Uttar Pradesh is mulling to bring down the hospital where allegedly lime juice was administered, in lieu of platelets, to a patient who later passed away. Most times the reason given by the government to raze is that the structure was illegal. If so, how come the authorities now woke up after months and years? Instead of destroying and demolishing there could be a Ministry for Acquisition and Demolition (MAD) which will take a call if the structures could be used by the governments as schools, clinics, offices, staff quarters, etc. Only if it is absolutely necessary then the structures should be pulled down. This way the MAD could immensely save money and resources and avail ready-to-move in infrastructure at no or minimum costs.
