The Comunidades of Goa are a form of land association developed in Goa, where land-ownership is collectively held, but controlled by the male descendants of those who claimed to be the founders of the villages, documented by Portuguese, the working of comunidade is now tightly controlled by the government of Goa. The government at present wants to legalize the houses of migrant in Goa who have encroached on the comunidade land. There is a provision under Codes of Comunidade no 2070 date 15 April 1961 to take action against ilegal encroachment but in this respect the government of Goa has been blind . With the upcoming election, the government of Goa is attempting this illegal activity for their capital gains and to destroy the comunidade land in our state. Today to get a residence status/certificate of Goa is soon possible by bribing corrupt officials but that does not mean these migrants who try to get Goa residence cetificates are Goans.
