The Goa government particularly the Transport Minister is updating Goans on thousands of crores to be spent on developing air/water/road transportation with the latest technology. Can I request the Goa government to first pass a law or what they do best (an ordinance!) with supportive measures to ensure cattle are off the Goan roads. Why can't the respective cattle owners be severely punished/fined and cattle confiscated that can be later auctioned off to responsible owners. Surely the govt can come up with other measures as well. Is it not a huge threat to the lives of the road tax paying citizens (not to mention the cattle that can also be killed/injured!).
I find it quite unacceptable that generally the Goa govt talks big on infrastructure spends, technology, etc but now about 61 years into the liberation of Goa we can't even get the basics right at much lower spends!Are there bigger incentives for the politicians "pockets" to go for new things rather than govern the existing things properly?
