Whilst the Sunburn is currently on at Dhargalim, in my view something very disturbing has occurred at Dhargalim, where the panchayat body appears to have overridden the decision of the gram sabha. As per my understanding, gram sabha rulings are binding on the panchayat body and such cases of over-riding the gram sabha can have severe repercussions on other village panchayats as other particularly serious matters can be pushed through by specific panchayat members. Was this case deliberately weakened by "trojan horses, panchas, ministers" to favour the proponents of Sunburn ? On a related note, with the low salaries (Rs 4,000-6,000) for panchas/sarpanches, it not hard to see why there is rampant corruption in panchayat bodies. It has come to light that the Goa Panchayat ministry/government even delays these salaries particularly to decision-making panchas. My suspicion is that the latter was also the case at Dhargalim as a result of which, permissions were given for Sunburn to be held in the area. Needless to say, I am certain that some Goa ministers were also part of this sinister plan to secure the permissions.
