This is with reference to the front page report’ Deadline ends, work goes on ‘ (TGE, June 1). With over a dozen locations in Panaji city lying incomplete and inaccessible, roads still being dug up, sewerage works incomplete, pavement work yet to start, and drainage works in a mess, it is sad that the city of Panaji continues to bear resemblance to a a war -ravaged city even at the end of the mandatory completion date.
The two photographs on the front page bear adequate testimony to the incomplete works. It makes one wonder thereby what sort of joint inspection was carried out by the Smart City officials and Panaji MLA Babush Monseratte to arrive at the conclusion that 90% of the Smart city works was completed by may 31. There is a penalty clause for works of this nature . Hence the contractors cannot escape being penalised for this negligence and incomplete works despite being given an extension of around two months from the earlier date of March 31.
