Where is the CCP animal shelter to house strays?

Just because a rottweiler owned by a resident attacked those 2 children in Taleigao, its owner was arrested. What about the several stray dogs moving around the city that too without a owner, how will police find the owners to arrest them after they bite people? Are the authorities waiting until they bite people? Where is our shelter to house dogs? CCP perhaps is least bothered to put the animal shelter in order.
