Who qualifies as a Goan?

CM Pramod Sawant recently stated that the Mhaje Ghar scheme is meant for Goans. I would like to ask the CM what definition of a ‘Goan’ is being used for this purpose. In my view, any such definition should be clearly explained and, if necessary, linked to long-standing ancestral roots in Goa. There are also concerns about extending benefits to people who have occupied land illegally or constructed houses on government or comunidade land. Any housing scheme should operate within the framework of the law and should not be seen as encouraging or regularising unlawful land occupation.

Further, some sections of society have expressed concerns that the scheme could be used to influence electoral support in certain settlements ahead of future elections. To ensure public confidence, it is important that the eligibility criteria and implementation process remain transparent and fair. To be clear, I support the idea of providing affordable housing to ethnic Goans. However, this should be done through a lawful process, including new legislation if required, and not in a manner that could be interpreted as rewarding illegal occupation of land.
