Why free? Promise clean & continuous electricity

Some days back there was a much publicised debate between two stalwarts of two political parties. At the end everything looked hunky-dory, each having scored a brownie point. It reminds of the school/college days when we used to have debates in the school and there would be opponents and proponents for each participant. At the end of the debate one of them would walk off with the prize or both would go hand-in-hand while their supporters would be fighting among themselves. 

The people at large would not mind paying for usage of electricity since after all the government too expects the much needed revenues. It is also the bounden duty of the citizens to pay for government services and not to expect anything free. Can we do that with private power distribution companies?

Therefore, instead of promising free or reduced charges for power consumption, it would be a delight to have clean and continuous power. And this request is for any party that is in power (pun unintended) or aspire to come to power.
