Why is NGO doing Colva Pyat's job?


In Colva, I've observed that the NGO Colva Civic Forum, along with several other proactive villagers, has been at the forefront of highlighting and addressing various issues. 

These issues include sewage discharge by hotels and restaurants, illegal constructions by hotels and guest houses, encroachments, land-filling, and the widespread destruction of water bodies and trees.

My question is: shouldn't the Colva Sarpanch and all the panchas act as the watchdogs of the village and take responsibility for addressing these wrongdoings? 

Additionally, is the Director of Panchayat, the BDO, and the Panchayat Minister aware of these problems, and are they taking any action to resolve them?
