Why wait till illegal structures come up?

An all too familiar story - authorities shutting the door after the horses have bolted! This seems to be a common situation whether it is in Goa or Mumbai or wherever. How is it that the authorities wake up only after illegal structures are fully built and occupied for several years? Apparently, the officials concerned are not doing their job. Why is it that the government has to give free settlements to those who have built illegall/unauthorised structures on government land? The cost, of course, is borne by the general public. So where do we go from here? Such illegal/unauthorised constructions must stop. The authorities need to be alert at all times.
