Finally, the Zilla panchayat elections were held after a delay of almost 8 months. And now all eyes are on the results to be announced on Decmeber 14.
But the question that comes to mind -- Are these polls needed for a small State like Goa? The only benefit that the elected representatives get is the perks and position of political status. Other than that there is nothing.
There are no defined powers for the elected representatives as is admitted by many of them. The zillas have a meagre budget which can be easily utilised through the MLAs, panchayats and MPs.
Besides, the State has to incur expenditure by way of elections. Over the years their existential relevance is under a cloud
If the zillas have to operate effectively, the boundaries and parameters for their functioning must be precisely spelt out.
It may be worthwhile to ponder if the zilla panchayats are really needed, or is it just a necessity merely fulfilling the constitutional mandate.
