As of now, information that is already in the public domain is not accessible under the Right to Information (RTI) Act. This is because once information is in the public domain, it is no longer considered to be held or controlled by a public authority. In this case , government should amend RTI Act and make digital provision for easy access of information by government offices on respective websites. The RTI Act requires public authorities to provide information to the public in a number of ways, including: Making information available in electronic format, making information available free or at a prescribed cost, providing information to the public at regular intervals, public authorities are also required to proactively disclose information on their own official website or domain to make their functioning more transparent. The information should be easy to understand and should be available in the local language. And Goa could be first state for Digital RTI achievement. I praise the judiciary for displaying judgments and orders on its websites. So why can't executive of India execute that policy ? Of course, legislation will have to amend the RTI Act to go digital.
