Are not South Goa politicians to blame for Mopa project?

Many South Goans are now upset about the possibility of operations being toned down partially/completely at Dabolim Airport, which is centrally located and would have been the best option for all Goa (North and South!) 

We might blame the current ruling ideology,  but if South Goans look within and really introspect, was it not their own corrupt South Goa politicians at that time who were in power and held key positions as ministers in the Goa government, when this Mopa Airport Project was initiated and the plans were set in motion?  Was it not key corrupt South Goan (particularly some Mormugao politicians) who kept on expanding their real estate empire around Dabolim area, where even areas set for parking or possible further development were diverted to build their illegitimate fortunes via housing projects?

Did majority South Goans not take freebies, special "illegal" favours, regular sponsorships and put these 'South Goan heavy weights' on a pedestal and keep on electing them for so many terms? Some may say that's all in the past but the question is will we ever learn from our mistakes or will we continue with our pathetic /backward political mentality?

Goa is a world tourist destination.
