Bad roads are a good business model for politicians, officials and contractors. They can pocket a lot of money while making a bad road. When the roads are riddled with potholes (within a few months of laying the new road) there will be public uproar and a clamour for repairs.
Suddenly, contractors are employed to fill the potholes and they make a killing here. Nobody knows for sure the exact number of potholes to be filled, hence the contractor’s claim of the number of potholes will be final!
This pothole-filling scam happens every year or several times in a year, hence the hefty profit from it is a regular income for the politician“official“contractor nexus. What profit is there in making a good road? You have to spend the whole estimated amount on the road while building it.
