Calangute can serve as a test laboratory for Goa. This popular tourist destination witnesses a high incidence of wrongdoings, including poor quality tourist footfall, drunk driving and accidents, illegal construction, bad roads, and crime. If a public organisation or the government aims to bring about positive change in Goa, it should start with Calangute and replicate the success elsewhere.
To begin with, agencies should be set up to blacklist or shut down hotels and unregistered guest houses that accommodate guests without verification. Secondly, a monitoring system should be established to penalise road rule violations. Thirdly, the number of liquor shops should be restricted by monitoring new licences and reissuing existing ones.
I hope these measures will be considered to bring about much-needed change in Goa.
