In Goa,one does need speed-breakers because on our highways and internal roads one canfind stray cattle. We find buffaloes and cows sitting right in the middle ofthe road. They are like natural speed breakers. The stray cattle menace hasonly compounded over the years and there seems to be no end to it. Manytwo-wheeler riders have lost their lives after crashing into stray cattle inthe night when it is difficult to spot them. Now, the question is why theauthorities concerned are not taking any action against those who have disownedthese stray cattle? Where are the cow protectors, the so-called Gau Rakshaks?It is no point blaming the government at the top when the local villagepanchayats and municipalities have turned a blind eye to this festeringproblem. In Chandor, too, we have the problem of stray cattle. It exists fromthe Chandor Church circle up to the village market. In spite of being aware ofthe problem, the local panchayat even refuses to acknowledge the same.
