The Goa Department of Civil Supplies and Consumer Affairs must institute strict recording procedures for LPG cylinder deliveries to ensure fair distribution and prevent hoarding, especially during periods of high demand. I recently received a response from the department stating that gas agencies are private entities, which raises concerns about accountability. The Registration and Delivery Guidelines in Goa (2026) propose that all cylinder deliveries be mandatorily recorded and that bookings be permitted only after 25 days from the previous delivery. The department has also directed that cylinders be delivered directly to households to discourage long queues. However, it is unclear whether this guideline is being effectively enforced and monitored. Additionally, 5 kg Free Trade LPG cylinders were earlier made available to residents without local address proof, such as migrant workers and students. Are these provisions still in place? My own small cylinder has remained empty for two months due to lack of supply, and the distributor is not even accepting bookings or payment. Consumers are advised to contact helpline numbers for grievances, but their reliability must also be ensured.
