Clear menace of stray cattle on Goa's roads

Will the owners of the cows have a sense of responsibility to take care of their cows or at least they could donate their cowherds to the 'gaushalas'. The High Court should pull up the local bodies for their failure to have a cattle pound or tie up with the 'gaushalas to clear the menace of stray cattle on the busy roads which could lead to dangerous accidents and loss of precious lives of both the animals and human beings.
