Damage due to frequent power outages

Hardly a day passes in Goa without a power outage or voltage fluctuation. Surprisingly, very little has been done to rectify the faults over the years, and now the blame is being passed on to the consumer for these aberrations. Surprise visits and fines are being planned by the Electricity Department to check for alleged overuse of power, illegal connections and clandestine use of power generators, which are said to cause the breakdown of transformers and a tripping of the power grid.

But what about the power surges that cause the destruction of sensitive electronic equipment? Only a few days back there was a sudden surge of power with voltage fluctuations at around 9 pm in Porvorim which caused a short circuit in the system and the destruction of my computer power unit and the internet to blank out. Is the Electricity Department going to compensate me for the losses incurred by me for no fault of mine?
