Nobody can stop developing his own property within the rules as long as necessary set back is maintained within the boundaries of your house or compound wall which is necessary as per the guidelines of Town and Country Planning act. If it says that Sec 16 B can be re- applied under 17(B) from the point of Developing his own property than Sec 16 (B) must first be removed or scrapped and passed in the Assembly for approval.
This stunts of re-applying and if it is approved is going to create chaos which his FAR will increase and help the person to grab more land which becomes illegal and can lead to objection to other parties or the government itself. I feel this project 17 (B) should be well framed within the rules. Anyone who is trying to get additional area in his own property in the name of development gives an indication of his greed which will create severe objections not only to the government but the public at large.
