The Panjim Bench of the Bombay High Court at Goa bench recently pulled up GSPCB for submitting misleading reports on Panchayats that have actually compiled with its directions on garbage.
The promise of the present government for good governance by manipulating the facts before the court is shameful. Our government declared that Goa is ODF free but many migrants who live in rented premises in the villages do not have toilets.
In Siolim the Environment and Heritage club submitted a plan to our VP in 2010-11, for effective waste management by setting up recycle stations and composting units. While Rs 1.50 lakh was granted by Dept of Science Technology & Environment, till date there is no accountability of the same.
Now, there are plans to distribute napkins through Anganwadi workers. But how will the thousand of napkins be disposed off by the local bodies every day?
The panchayat committee had proposed to purchase sanitary napkins incinerators by utilizing the XIV finance funds but the file is still pending.
My appeal to the government is to kindly extend the utilisation of the XIV finance funds for at least 6 months as many works are pending.
It would be sad to see lakhs of rupees from each panchayat being returned to the Centre.
