One wonders whether central law though applicable to Goa is relevant as area allotted is too small to be called distinct. It does provide an alternative for those aspiring for legislators who are left in the cold for not getting ticket. The finance is not taxing too to fight elections. Zilla parishad is not on party lines but indirect support and funding exists, as they become assets to legislators etc to further their prospects of outreach. They fight for the same space occupied by legislator, MP and local bodies. Hence there is a clash of interests and very little scope for ZP to create impact. Insignificant space for development that will make a distinctive mark, besides financial outlay for ZP is insignificant. Government too gives scant respect to their functioning or even a space to work from. Perhaps the chairperson gets some glory at best and some facilities too. The parties do not invest much in their elections as they are subservient to them. Goa for its size does not require Zilla Panchayat and expenditure seems to be a total waste.
