Constitution of India gives job security to government employees. Indian Government Employment rules are 1950s based on Nehruvian socialist regime and were never reformed. They are more of welfare program and delivering public services is not a priority. It's only when they have to serve people, they fail miserably since they consider themselves masters rather than public servants. The craze of a government job has been present either the Indians for a long time. Security of a govt job in India solely depends on the profits made by the employer. The government should review service records of employees working under their respective departments to weed out corrupt and non-performing employees. Public servants are expected to be dedicated to their jobs and failing to do so is considered a kind of corruption. It is necessary for every government employees to do their job properly in order to defend constitutional ideals and bring about change in the lives of the masses.
