Govt not serious about unemployment crisis

In this week's assembly session it was really unfortunate to see, the BJP Govt by sheer brute use of its numbers in the Goa Assembly, outrightly rejecting a private member's bill, which amongst other things could help ensure more jobs to local Goans, better working environment, protecting employee rights, etc  There are many progressive countries having similar bills so why is the Goa BJP government so hesitant to support such progressive bills? Also, the BJP government of Pramod Sawant keeps on harping on its propaganda that its "double engine Govt" is working hard to provide jobs to local Goans; but to a question tabled in Assembly, The government could still not provide basic details/answers on how many Goans have got jobs in public/private sector?  So the obvious question arises : After so many terms of the Goa BJP government failure on the employment issue: is the Govt really serious on its propaganda to address the unemployment crisis in Goa?
