Giving credit where due, I commend Colva Sarpanch, respective panchas, and villagers who caught the Goa Tourism Development Corporation (GTDC) Sulabh toilet employees discharging raw sewage into the Colva creek and appreciate reports have been filed with the Colva police and relevant authorities.
However, saying all that, it is well known that there is a bleak chance of seeing this issue being resolved, given the high level of apathy/complacency and high corruption in the government administration including the Tourism Department. I suggest that the solution is in taking the matter to courts and making the Tourism Director and Tourism Minister party to the same.
This could be done by (A) people who have businesses or residences in the area. (B) The Panchayat also could do it, but appreciating the politics/intimidation by the administration, this might not be a viable option.
