Inconsistent compound wall heights

When I built my house in Dona Paula a few years back, the height of my compound wall, which was just up to the height of my gate, was restricted by the then Chief Officer of the Corporation City of Panjim during inspection. It appears that the rules have now changed, and I see that many compound walls in the city exceed the prescribed limits.

When our government envisions this city becoming a Smart City, how will it be possible if rules are not being followed? Many times, when construction is underway, it has become a fashion to install metal sheets along the compound boundary wall at higher heights so that people can’t see what is going on internally. And we expect Panjim to become a Smart City?

Look at these metal sheets at a height of approximately 7 meters so that passersby don’t see the internal construction work going on.
