On several occasions, the Directorate of Panchayats is seen as going beyond its mandate. Resolutions passed by panchayat bodies on unauthorised structures are often referred to the Directorate, which then grants approval, leading to the regularisation of such structures. This process is widely perceived to involve external pressure, which weakens the role of local bodies.
One notable example is the Birch tragedy at Arpora. Despite demolition orders being issued, the demolition was stayed after intervention by the Directorate of Panchayats. The incident later resulted in loss of human lives. Such interventions undermine the authority of panchayat bodies and create a perception among villagers that these local institutions have limited powers. There is a need to review the role of the department so that panchayats can function with greater independence, while remaining accountable under proper oversight.
