The Goa State Pollution Control Board (GSPCB) has written a letter to the Central Pollution Control Board (CPCB) to mandate sanitary napkins manufacturers to fund incinerator facilities in the state. This is a welcome one-sided suggestion , what about the manufacturers of plastic bags/ pet bottles and beer glass bottles which can be seen all over on the Goan roads? These manufacturers should have also been brought into this ambit of "the polluters need to pay".
Going after only sanitary napkin manufacturers will not improve the Goan waste collection. The rules should be for all. There are enough funds available in the panchayats under the Gram Panchayat Development Plan (GPDP) which remains unutilised due to poor understanding by members of the panchayat. I hope the BDOs will be able to see that GPDP proposals are followed properly as per the GPDP guidelines.
