New RTO fines for traffic offences

The latest circular issued by the Ministry of Road Transport and Highways (MORTH) on the new fines for motorists, effective from 1st March 2025, is a welcome step. However, one major concern is the penalty for PUC (Pollution Under Control) violations.  

Does this rule apply only to small cars, two-wheelers, and three-wheelers? Why are heavy vehicles exempt? Government-owned Kadamba buses and trucks are among the worst offenders, often releasing thick black smoke from their exhausts.  

Another point in the circular is the fine for not wearing seat belts. If seat belts are mandatory for other motorists, why are heavy vehicle drivers not required to wear them? Is there a specific reason for this exemption?

Poor upkeep of Ravindra Bhavan in Margao

I recently visited Ravindra Bhavan in Margao for the annual book and literature festival but was disappointed to see that the upkeep of the cultural hub of Margao leaves much to be desired. There was a lot of seepage observed on the walls near the Pai Tiatrist hall, and the ceiling showed damp patches too. In other places, one encountered flaking paint, peeling plaster, and mildew. I would request the trustees to ensure better maintenance of this beautiful building.
