Regulate property registration process

Fraudulent and manipulated sale deeds, succession deeds, partition deeds, gift deeds, and wills are common, driven by greed and connections with powerful people. Court cases take years to resolve, often leaving heirs uninterested, allowing fraudsters to win by default or offer settlements. Repossessing property is lengthy and unfairly places the burden of proof on the complainant. The law of limitation, usually three years, favours the accused. Fraudulent documents should be exempt from this limitation. The state should strictly regulate property document validation, taking at least 30 working days, and coordinate with police and other agencies. Applicants should provide affidavits confirming document authenticity, with penalties for fraud. Special courts should handle disputes quickly, within a year, to deter fraudsters and protect property owners.

As per regulations, in CRZ-3 , no construction is permitted within 200 mts of the High Tide Line ( HTL) , it being earmarked as a 'No Development Zone' but illegal building activity is taking place with impunity on the Sernabatim beach to Benaulim beach stretch.
