Sand extraction still going on in the Chapora river

As I have read in the local daily newspapers, the Goa government is set to restart sand extraction in Mandovi and Zuari. Since when did the government machinery legally manage to monitor the illegal sand extraction in the state's rivers? The coastal police or local police supported by the officials of the mining dept and local elected representatives this illegal sand extraction was going on even though there was a ban in place. How could Goa have a booming construction work going on in this period? Can we believe that all the sand for real estate construction was coming from other states? This is nothing but an eyewash.  Sand extraction  is still going on in Chapora river along the Siolim-Camurlim riverside, the coastal police station in Siolim has its speed boats scrapped on the river banks at Siolim. The police officials are being paid salaries from the taxpayers hard earned money for no work done. Will this government stop such illegalities happening in Goa?
