This is with reference to the news report ' Govt to force-retire staff over non-performance ( TGE , Sept. 21). The decision of the Goa govt to crack the whip on non- performing govt staff at the Secretariat who are found to be habitual late-comers, idlers, disobedient , lethargic and showing no interest in office work , has come a day not too soon. However, the rule should likewise be applicable to all other state govt departments. It is a well known fact that govt rules are such that make it almost impossible for any employee to be sacked or retired prematurely. It is also not known why the Goa govt has not fallen in line with other State and Central govt rules of issuing charge-sheets to employees for dereliction of duty and other offences. A minimum of 2 charge-sheets is required before the third is issued and the employee removed from service. This would have solved the problem of departmental transfers which have not yielded the desired results and is now sought to be done away with.
