Why are anti-citizen orders not challenged in court?

In August 2018, 2,500 odd  Calangute/Candolim citizens came out on the street and signed  a memorandum to discard the ODP 2025 but the issue got drowned like the legend of the Pied Piper of Hamelin. Why the panchayat  represented by the secretary  did not approach the High Court  as claimed to have approached in 2017  in the interest of Calangute citizens ? Secondly,  operation of dance bars in Calangute is illegal. The sarpanch and the secretary along with ward members conducted site inspection after 11.00 pm and immediately served notice for closure of all dance bars in Calangute. The BDO stayed the closure order for lack of evidence. What stopped the  Panchayat secretary/ sarpanch to appeal against the order of BDO in the next Appellate Authority in the interest of Calangute citizens? Secondly  operation of Sewage Treatment Plant  was stayed by the sarpanch for releasing raw sewage into the Baga  river.  The State Government including Calangute panchayat  must take remedial measures  by laying reverse pipe line in the interest of environment. Thirdly a resolution is needed not to allow any development in the 200 m CRZ no-development zone.

Illegal vote banks and democratic implications

It is well known in Goa and outside Goa, that the state ranks very high in corruption and horse trading ! In my view,  one major reason for this is because in small state of Goa with a small local voting population, illegally setting up high density vote banks works I think at more damaging level to proper democratic mandate in Goa versus any other states  (with mostly larger states with higher percentage of local population).
