Will govt be proactive to curb communal speakers?

With reference to the outrage where a Speaker from outside Goa (well known for inflammatory, provocative statements against other religions); made derogatory remarks against St Francis Xavier, I note that the Goa government filed an FIR and promised his arrest. It must be made clear to the Goa Chief Minister Pramod Sawant, that this is not the first time such derogatory comments were made against the Christian community during his tenure as CM and despite assurances made by him, so far no action has been taken on the earlier culprits.  Going forward, the important question is what series of actions will the Goa BJP government take now... If they are serious about their publicised intent to avoid such things in Goa?  I strongly recommend this speaker should be banned from speaking in Goa going forward, he should be banned from entering/being in Goa and Goa government should immediately frame a strict policy, to ensure people spreading hatred and making derogatory remarks against any religion must not be allowed to speak on any public forum in Goa. This can set the tone for the rest of the country.
