In Colva, I have observed individuals collecting sopo fees from vendors without issuing receipts. Some vendors have also told me that these collectors, who allegedly have no proper identification, demand money and negotiate lower fees that are still higher than the official rates. Vendors are reportedly reluctant to complain, fearing that they may be targeted or forced to shut their businesses. Recently, a video also went viral, allegedly exposing irregularities in sopo collection. Another serious concern is the change in the mode of sopo collection by the Colva Panchayat in 2026, from auction to direct management. This was allegedly done without Gram Sabha approval, as required under the Panchayati Raj Act. Complaints to the BDO and the Directorate of Panchayats have, so far, reportedly yielded no action. If irregularities are taking place so openly, one cannot help but wonder about what may be happening within the system. With Colva Fama approaching, there are concerns that vested interests could exploit the event for illegal financial gains. Colvenkars must question their panchas on this issue, while the authorities should conduct a thorough audit of sopo collections in Colva.
