The united Opposition recently gathered at Akashvani Bhavan in Delhi to oppose the Special Intensive Revision (SIR) of electoral rolls and the introduction of the new Form 6. The Election Commission began the first phase of SIR in Bihar, followed by the second phase in 12 other States and Union Territories. However, Election Commissioner Gyanesh Kumar has now introduced further changes to the electoral forms, creating confusion and concern. The stated purpose of SIR is to verify electoral rolls, remove the names of deceased voters and duplicate entries, include eligible voters and correct outdated or invalid records. However, the Opposition has alleged that the exercise could lead to the deletion of names of genuine voters whose details remain unverified. While the Election Commission is an independent constitutional body, the Opposition has alleged that it is acting at the behest of the ruling party at the Centre. The controversy has therefore raised serious questions about electoral democracy. Earlier, former Chief Election Commissioner T N Seshan took firm measures to strengthen electoral processes while adhering to constitutional and legal provisions. The Opposition is now demanding that Gyanesh Kumar step down or be removed, arguing that the new Form 6 could adversely affect eligible voters.
