The teams played out a goalless first half, with both creating chances but failing to find the breakthrough.
Raia Sporting took the lead in the second half through Sheehan Fernandes. Saligao Sporting pressed for an equaliser, but Raia defended resolutely.
Raia sealed the win in the dying minutes when Sanjiro Pango scored the second goal.
