A dry dock has come back to haunt ex-Congressman and formersarpanch of Cortalim village, Raymond D’Sa.
Verna police on September 11, has registered an FIR againstD’Sa and booked an offence u/s 447, 341, 504, 506 r/w 34 IPC for allegedlytrespassing, wrongful restrain, provoking breach of peace and criminallyintimidating Prakash Amin, who owns ashipping workshop adjacent to the controversial dry dock of D’ Sa.
Amin has alleged that the property with Survey no 30/8 waspurchased by his late father J M Amin from Raymond D’ Sa’s father Rosario D’Sa.
In the land and survey record the said property isregistered in the name of joint owners -- J M Amin, Rosario D’ Sa andArchdiocese of Goa and Daman.
However, on January 5, 1970, Rosario D’ Sa had purchased thesaid property from Archdiocese of Goa and Daman and subsequently in the nextmonth in February 1970, he sold it to J M Amin.
“Now, without taking any consent from me, D’ Sa has goneahead and built a gate and wall on the property where we are co-owners,” Aminsaid.
“D’ Sa has withheld the new sale deed and produced an olddeed of sale to get an approval from Panchayat,” said villager Pobre Vaz, whohas obtained details through RTI.
The panchayat, however, refused to comment on the issueclaiming that construction license was issued during the previous panchayat’stenure.
“Documents available through RTI reveals that though theCaptain of Ports has not given permission to carry any construction work inriverine land, D’ Sa has gone ahead to build the dry dock, which isapproximately 40 meters into river Zuari narrowing the bank of the river,” Vazsaid.
“If D’ Sa is within the norms then why did he restrain usfrom joint inspection called by the Captain of Ports and CRZ on September 7,”asked Vaz.
Raymond D’Sa is not amused.
“Where were these people for the last one and half years,when the construction works of the dry dock was going on? D’ Sa countered.
“Some of these people had approached me to extort money.When I refused to they have made these allegations. It appears they are actingon behalf of a neighbouring shipyard” said D’ Sa.
According to D’Sa, he has obtained permission from CoP, CRZand Goa State Pollution Control Board and Panchayat for the dry dock. The drydock is not extended in the river Zuari, he added.
“The property belongs to my father, who purchased it fromArchdiocese of Goa and Daman, which was later fraudulently registered in thename of J K Amin in land and survey record,” D’ Sa said.
No financial institute would have financed an illegalproject and I have taken a huge loan to build the dry dock, D’ Sa said.
