Even as questions were raised over the validity of the exercise of discussing the Regional Plan 2021, the Se-Old Goa locals ultimately decided to reject the plan by stating that the plan had not considered the views, suggestions and objections of villagers.

At a special gram sabha on Saturday, Gandhi Henriques stated that the villagers had in the past demanded that a master plan be prepared for Old Goa, which would have helped in framing of the regional plan.

“The plan has been prepared by not taking the views and opinions of the villagers into consideration and hence, it should be rejected,” Henriques further stated.

Another villager, Anil Afonso, who was part of the draft RP committee, stated that the suggestions and objections submitted to the TCP have not been incorporated in the plan.

“For instance, we had opposed the garbage site shown at Bainguinim and suggested a separate site for setting up garbage treatment plant at Ella,” Afonso said, while stating that the same has not reflected in the plan.

Later, Afonso questioned the entire exercise of discussing the regional plan while stating that there has been no such directive from the government.

“What if the government doesn’t consider our views?” he asked.

But, Henriques reminded the gathering that the panchayat is a supreme body and has the right to decide what is best for the village.

“The meeting to discuss the regional plan has been called by the panchayat and the government is bound to act on the resolutions adopted by the villagers,” he stated.

Se-Old Goa has two garbage sites? OLD GOA: A garbage management site (GMS) for Se-Old Goa village has been shown at Bainguinim in the regional plan for the village, while in the Chimbel Regional Plan, a GMS has been shown in Panelim, which actually is part of Old Goa panchayat.

So effectively, the entire Se Old Goa village has two garbage management sites.

Pointing out the anomaly, Anil Afonso, a resident of Old Goa, cited it as one of the reasons why the Regional Plan 2021 should be rejected, as the boundaries of the village had not been shown correctly with Panelim being included in the Chimbel RP.

Meanwhile, sources inside the Old Goa panchayat informed The Goan that the panchayat had written to the TCP authorities asking it to rectify the error but the TCP authorities have asked the panchayat to submit copy of gazette notification stating that Panelim is part of Old Goa panchayat.

The sources further informed that the house taxes, licences and all other administrative jobs of the residents of Panelim are handled by the Old Goa panchayat.
