Why is it so difficult for the State government to find fulltime
presidents for the north and south Goa consumer
disputes redressal forums? The government had
appointed part-time presidents for the posts, but this did not
find favour with the high court. The court noted that the practice
of appointing part-time members had undermined the objectives
of the Consumer Protection Act. Despite recommendations,
the government has not shown any urgency in making
the appointments as a result of which consumers were placed at
a disadvantage. The system for redressal is important as it provides
a level playing field for consumers and companies. One
of the charges made in the petition was that the number of adjournments
had increased while the number of disposals had
reduced. The matter of appointment of judicial officers is crucial
to delivery of justice and a delay in making such appointments
is equivalent to justice denied. The HC order comes at a time
when the government is on the way out. Although an appointment
even at this stage would be welcomed, one wonders if it
would be appropriate. It would be best if this decision is left to
the new government, the combination of which will be revealed
on March 11 when votes are counted.
