After battling with MPT workers and the residents of Vasco,the port trust is caught in a technical battle with second highest bidderJindal South West Port who is opposing Gammon’s bid for the development ofberth 11.
M/s Gammon Infrastructure Pvt Ltd, Mumbai has emerged as thetop bidder for development of the fourth dedicated coal import terminal berthno 11 in the recently held request for quotation (RFQ) bid by MPT.
The company has offered a revenue share of 33.66 percent tothe Port Trust with concession period of 30 years to mechanise and operate thecoal berth terminal, while the second highest bidder was JSW, which offered arevenue share of 27 percent.
However, in recently held board meeting JSW petitionedbefore the board and the trustees objecting to the allotment of project toGammon on several grounds.
In a 12 page petition before MPT’s trustee, JSW has objectedto consideration of the bid of Gammon on several grounds: making falsedeclaration and misrepresenting facts about the company and earlier Gammon wasdisqualified for development of Tuticorin Port for violation of provision ofRFQ.
“Though, Gammon is the highest bidder earlier the companywas disqualified for port development participation in Tuticorin by theshipping ministry and also delayed development of container terminal in JNPT,Mumbai,” said JSW Goa Port GM, Operation, Ramchandran Rao.
How can the same company qualify for development which wasdisqualified on several grounds by minister of shipping and home earlier, Raocountered?
The bid of 33.66 percent of revenue share with the MPT is tostall the public project and delay it, Rao added.
MPT Chairman P Mara Pandiyan was reluctant to divulgeinformation saying that the matter was placed for discussion in the boardmeeting and the same has been deferred till one week.
Gammon Infrastructure did not respond to the mail or phonecalls.
