Town and Country Planning (TCP) Minister Vijai Sardesai on Wednesday announced that his ‘pre-Easter decision’ to remove most of the villages from the Greater Panaji PDA was now “in force”.

In a statement released to the media, Sardesai said that he had “walked the talk”.

“At Easter, I had promised to drop 10 villages from the GPPDA at the request of the people, and today I’m happy to say it’s now officially in force. I’ve walked the talk. As a minister and an elected legislator, my duty is to make sure not only what’s good for the State is good for the people but also what’s good for the people is good for the State,” Sardesai said.

This means that the Greater Panaji PDA will only include Taleigao and areas up to the Dr Shyama Prasad Mukherjee Indoor stadium and other small parts. The Kadamba plateau too has been dropped.

Sardesai’s statement, however, makes no mention of the demands to scrap all the PDAs of Goa entirely although he does assure that the department will work towards amending the TCP Act, without specifying whether such amendments will bring the Act in conformity with the 73rd and 74th Amendments to the Constitution.

“As the representative of a young and dynamic party, I’m seized of the need for constant re-evaluation of laws and Acts or provisions of Acts, that might have become obsolete and hence hamper the development of the State. In that context, the TCP Act of 1974 also requires a revisit. It will be my endeavour to offer the people of Goa a TCP Act

that will adequately address the challenges we face in today’s times,” the minister said.

He added that the government would bring forth a consultation with stakeholders to bring in “adequate amendments to the Act.”

“To this effect, I’m contemplating, after taking into confidence all stakeholders, adequate amendments to the Act that will truly take Goa forward into a future that’s bright for generations to come,” Sardesai said.

The ten villages referred to by Sardesai includes parts of Santa Cruz, Merces, Curca, Bambolim Telaulim, Siridao, Azossim and others in the Santa Cruz and San Andre constituencies.

Taleigao continues to be part of the Greater Panaji PDA.

For the villages of the Calangute Candolim PDA, the fight continues.
