In fulfillment of the SC directions, each police station has to undertake computerized registration of FIRs. These FIRs are then required to be converted into PDFs before being sent to the cyber crime cell. The cyber crime personnel are responsible for the uploading of the FIRs on the Goa Police website.
A month and half ago, on September 7, the Supreme Court had issued directions to upload First Information Reports on the department’s official website within 24 hours of registration. The order resulted from a writ petition by the Youth Bar Association of India seeking such a direction to the Union government, States and UTs.
One police personnel also pointed out that it is the absence of a functional citizen portal of Crime and Criminal Tracking Network and Systems (CCTNS) at the concerned station which has prevented FIRs from being uploaded online.
Incidentally, the SC direction granted extension of time to a maximum of 72 hours was granted for States like Mizoram and Sikkim in consideration of network connectivity issues and difficult geographical terrain. However, it is hard to conceive the inclusion of Goa in this category.
The directions also exempted FIRs pertaining to insurgency and sexual cases including those lodged under POCSO Act from being uploaded online. The decision not to upload an FIR on the website, however, is not be taken by an officer below the rank of deputy superintendent of police or any person holding an equivalent post.
