As RERA’s deadline nears, builders demand quick approvals, single-window clearance

As the monumental reform, The Real Estate Regulation and Development Act (RERA), is likely to get implemented from May 1 across India, including Goa, builders in the state have demanded a quick approval system as well as a single window clearance mechanism from the state government.

RERA is aimed at regulating the real estate sector by disciplining builders and even buyers. The real estate sector is looking forward to it, but it also expects accountability from the state government’s departments for approvals.  
As of now, many projects end up getting delayed in Goa because departments take a lot of time in giving approvals. Sources said that it takes anywhere between 8-10 months to get all government approvals for the simplest of real estate projects in Goa. And, it ends up taking a lot more time if the project is complex.  
Dr Jagannath (Desh) Prabhudessai, president of the Goa unit of CREDAI said, “We don’t mind rules and regulations, but we need responsibility on the part of the government. We need time-bound delivery of service in this sector and also a single-window clearance system.”  
He continued, “From conversion sanad to licence, it should take around 3 months for us to get all approvals from the government. How much time all approvals will be sanctioned depends upon the project, but the maximum it should take is around 6 months.”   
If these suggestions are implemented, it will only help the final buyer of real estate, as the cost will come down because the builder’s investment in a project as it will not be stuck for a long period of time.   
But, the time spent in in acquiring approvals isn’t the only problem plaguing this sector, as often, the government doesn’t create adequate infrastructure for a project. KulaSekhar, designated partner, Milroc, said, “We pay development fees and infrastructure tax to the government. Still, there are cases where infra is not created, which makes things very difficult for us.”

Appointing authority will take final call

Finally, all the 16 staff may not get suspended as the final decision will be taken by the respective appointing authority based on the report sent by the respective heads of departments.

MAPUSA: The deputy collector and the mamlatdar have sent their respective reports on the absentee staff to the Collector North, while the BDO has sent his report to the Director of Panchayats.   “Some among the suspended staff were actually on leave,” a senior official attached to a department informed The Goan.
