PANAJI
The Vigilance Department has dismissed from service Bardez BDO, Shivprasad Naik and junior engineer Veenu Naik for irregularities in a construction case.
An inquiry conducted by the Vigilance Department had found that the duo had received technical sanction for developmental work at one site but instead carried out the construction at another site.
The complaint was filed by Advino Fernandes of Utt Goenkara NGO. The Director of Panchayats as well as Minister of Panchayats has been kept in the dark about the dismissal as the order was directly issued by the Directorate of Vigilance.
When contacted director of Vigilance Amarsen Rane has confirmed that the order was issued.
However, both the Director of Panchayats Gurudas Pilarnkar and Minister of Panchayats Rajendra Arlekar denied any knowledge of the suspension claiming they had not seen the order.
Shivprasad has a history of being suspended and disciplinary action taken against him. In 2012, he was suspended for manipulating the delimitation wards in Calangute village on the recommendation of the State Election Commission along with the talathi Mahesh Samant and and the clerk Fatima Fernandes of Calangute village panchayat.
As a result of the shifting of the voters' list the elections had to be postponed from May 16 to 21 that year.
Earlier in 2011, the High Court imposed a fine of ₹5,000 on Naik for contempt of court and failing to heed a no confidence motion moved against the sarpanch and deputy sarpanch of Verla Canca panchayat.
In another case he was fined by the State Information Commission for failing to provide information to an RTI Activist. While suspension of errant officers is common, the dismissal of government servants is a rare event.
