The Block Development Officer (BDO) Shivprasad Naik has disqualified Salvador do Mundo panch member Roshni Rajesh Sawaikar as panch member.
The BDO has mentioned in the order dated March 24, 2022, that the seat has become vacant.
The petitioner Narendra Pandurang Chatim from Baddem, Salvador do Mundo had filed a petition with the Block Development Office, Mapusa stating that Roshni Sawaikar was elected from his ward No 8 in the panchayat elections held in May 2017. The petition further stated that Naryan Sonu Savaiker, the father-in-law of Roshni Sawaikar, has got a residential house at Ubowado within the limits of Roshni Sawaikar and this house has two separate numbers - 351/1 and 351/2.
"Initially, this residential house had no 351/1 and this residential house is a single house, but it has got two separate house numbers. Narayan Sonu Sawaikar is the father-in-law of the Roshni and in the electoral roll of the Porvorim constituency, it is evident that Roshni Sawaikar, her husband, children, father-in-law, mother-in-law, brother-in-law and sister-in-law are permanent residents of house no 351/1," the petition stated.
It further mentions that Sonu Sawaikar applied for a No Objection Certificate from Salvador do Mundo panchayat on November 10, 2021, for a water connection to house no 351/2. Roshni Sawaikar, by misusing her power and position as deputy sarpanch and in connivance with the panch members, placed this application in the panchayat meeting which was held on November 16, 2021, without listing the same in the agenda of the meeting and got the resolution approved. NOC was issued to Sonu Sawaikar on November 27, 2021.
After hearing the matter further, the BDO in his final order passed on March 2022 directed panch member Roshni Sawaikar to forebear from functioning or acting as a panch member of village panchayat of Salvador do Mundo in any member whatsoever. The BDO has also directed Roshni to forthwith vacate the office of the village panchayat of Salvador do Mundo as a panch member.
