Congress president Luizinho Faleiro unveiled the party’s ‘100 per cent employment for Goa in five years: Youth policy and roadmap’, with the mission to make every unemployable Goan youth employable and to connect every employable Goan to available jobs in private and government sector.
The 14-page policy document relies heavily on the framework laid down by the International Labour Organization and draws liberally from the National Vocational Education Qualification Framework (NVEQF) available on the website of the All India Council for Technical Education.
Speaking to The Goan, Congress secretary Avinash Tavares, who compiled the document, stated, “The policy has four broad parts and springs out of the ILO framework. Unlike the ad-hoc policies we have seen so far, this policy will have a step-by-step methodology which will be used in fulfilling its goals.”
He offered that provision of free access to coaching classes and finance to aspiring students can help make people employable, especially in rural areas. “Setting up new colleges will be a long-term goal,” Tavares said.
The entire document is filled with nomenclature and talks at length about the action plans and road maps for increasing the supply of skilled labour to the Goan job market and envisions the filling of all vacancies in the state. But it does not address the pressing need to increase the number of available jobs in private and government sectors.
The document contains no comprehensive and concrete measures aimed at increasing the number of industries in the state.
Under the title of ‘Reforms in industrial policy’, the document seeks to modify the existing Goa Investment Policy and proposes ‘active thrust sectors’ namely IT and communication, tourism and hospitality, mining, agriculture and food and beverages.
It promises to reduce government support to other sectors which have low area to job ratio. Ignoring the existing IT policy of Goa, the document also proposes new industrial estates to usher in modern industry .
