With the State Assembly elections still several months away, a political storm is quietly gathering strength within the BJP in Mapusa – one that the ruling party can ill afford to ignore. What is unfolding in the constituency is no longer a contest between political rivals from opposing parties. Instead, it has increasingly become a battle within the BJP itself, with competing camps positioning themselves ahead of ticket distribution for the 2027 Assembly polls.
At the centre of the emerging tussle is sitting MLA and Deputy Speaker Joshua D'Souza, who is facing perhaps the toughest political challenge of his career since entering electoral politics following the death of his father, former Deputy Chief Minister Francis D'Souza.
Challenge from within
For the first time since the D'Souza family established a stronghold over Mapusa, there appears to be visible resistance within sections of the BJP to granting the incumbent MLA another ticket. While Joshua D'Souza remains the official face of the party in the constituency, a growing section of BJP leaders has begun advocating for a change in leadership. The argument being advanced is that the constituency requires a fresh face and renewed energy ahead of the next electoral battle. Into this space has stepped former customs officer and businessman Mayur Sawkar, who has left little room for speculation about his political ambitions.
Over the past several months, Sawkar has methodically expanded his visibility across the constituency. From sponsoring local tournaments and honouring meritorious students to distributing raincoats to motorcycle pilots and umbrellas to market vendors, his outreach campaign bears all the hallmarks of a pre-election mobilisation exercise. More significantly, supporters of Sawkar have already begun publicly projecting him as the BJP's next candidate from Mapusa, indicating a confidence that goes beyond routine political groundwork.
The D'Souza legacy
Yet replacing Joshua D'Souza would be far from a straightforward decision for the BJP.
The D'Souza family has been synonymous with the BJP's rise in Mapusa for over two decades. Francis D'Souza won four consecutive Assembly elections from the constituency and emerged as one of the most recognisable Christian faces within the party before his untimely demise.
Following his death, Joshua D'Souza successfully retained the seat in the by-election and subsequently secured victory again in the 2022 Assembly elections.
Beyond electoral considerations, Joshua occupies an important position within the BJP's minority outreach structure.
As a national office-bearer of the party's Minority Morcha, he has become one of the prominent Christian representatives in the BJP's efforts to strengthen engagement with minority communities across the country.
For a party that has invested considerable political capital in expanding its minority outreach in Goa, denying Joshua a ticket could send a complex message.
Sawkar's growing influence
At the same time, the BJP leadership cannot overlook the momentum being generated by Sawkar.
Politically well-connected and financially resourceful, the former customs officer has built a formidable support network in a relatively short span of time. Several former councillors are believed to have aligned themselves with his camp, while others are said to be extending support discreetly, awaiting clarity on the party's eventual decision.
His political strength is also believed to be bolstered by the backing of influential figures within Bardez, including a senior minister and another prominent MLA.
Equally important is the support he reportedly enjoys from sections of the BJP's senior organisational leadership, which has encouraged his grassroots expansion.
The anti-incumbency factor
The biggest challenge confronting Joshua D'Souza may not necessarily be Sawkar's rise but the perception battle unfolding on the ground.
Critics within and outside the BJP increasingly argue that Mapusa has not witnessed the scale of transformation expected under his leadership. Issues relating to urban infrastructure, traffic management, market redevelopment and flooding continue to dominate public discourse.
Whether these perceptions translate into electoral vulnerability remains uncertain. However, they have undoubtedly created the political space that Sawkar is now attempting to occupy.
A delicate balancing act
The Mapusa question presents a difficult balancing act for the BJP.
Backing Joshua D'Souza would preserve continuity, reward loyalty and protect the legacy of a family that has delivered the constituency repeatedly to the party.
Backing Sawkar, on the other hand, could inject fresh energy, resources and organisational enthusiasm into the campaign.
The challenge for the party is that whichever option it chooses risks alienating a significant section of its support base.
And unless the party manages the competing ambitions carefully, the biggest threat to the BJP in Mapusa may ultimately come not from the opposition, but from divisions within its own ranks.
