A number of builders have welcomed state government’s announcements to the effect that Regional Plan 2021 will be implemented. This is because the implementation of RP 2021 will do away with all sorts of confusion about whether a certain piece of land is settlement or not.
Dr Jagannath (Desh) Prabhudessai, President of the Goa unit of Confederation of Real Estate Developers’ Association of India (CREDAI), said, “We think it’s a good and healthy sign that the state government is finally thinking of enforcing the regional plan. In fact, we have been telling the government for the last six years that the regional plan has to be implemented.”
“Earlier, the government was following RP 2001 on few things and RP 2021 on few other aspects. This was leading to confusion. And, it’s not just the builders who were getting affected. There is lack of clarity even if a person wanted to build, let’s say, a bungalow,” Dr Prabhudessai continued.
As of now, the state government normally doesn’t allow construction on a piece of land if, for example, RP 2001 says it is not settlement land, but RP 2021 says it is settlement land. However, if both RP 2001 and RP 2021 say that it is settlement land, then the government allows the construction.
The builder community is optimistic that once RP 2021 is implemented there will be lot of clarity on whether a piece of land is settlement or not. If it is indeed settlement land, then, they will be able to construct on it.
Datta Naik, Managing Director, Commonwealth Developer Pvt Ltd, said, “RP 2021 is required for bringing more land for development of housing, tourism and commercial space. The earlier decision to hold the regional plan in abeyance was bad.”
It has been six years since Chief Minister Manohar Parrikar, had put the RP 2021 in abeyance when he came into power in 2012. Interestingly, it is Parrikar only who has approved the revival of RP 2021 now.
Town and Country Planning Minister (TCP), Vijai Sardesai, recently said that RP 2021 will be implemented. After that, it was announced that the government will constitute a 5-member committee to recommend to the government the implementation of RP 2021.
After a spate of such announcements, builders are finally seeing some light at the end of the tunnel, as RP 2021 is likely to get implemented.
Happy that Regional Plan 2021 is
being executed: Alina
VASCO: Cortalim MLA Alina Saldanha on Tuesday said she was happy to know that the Regional Plan 2021 was likely to be executed, as it would provide guidelines on construction activity.
She was speaking to reporters after launching the work to renovate a stage and develop the area at Shree Krishna Devasthan at Bellem-Velsao under DRDA, in the presence of local Panch member Ashok Souza, Committee Members of Shree Krishna Devasthan and the locals.
“They are saying the RP2021 should be executed. I’m glad that there is something that will provide guidelines to construction activity, be it housing, roads or any other construction activity. I am glad that there will be a guiding force and definitely, RP2021 will be that,” said Saldanha.
“Whatever new steps to be taken as per zoning of the area etc, will be looked into by departments concerned. We have to keep in mind that that our state is a very very small state and land is a scarce commodity and we cannot afford to waste land... hence, whatever we have to do should be well planned and as per need and I’m sure that these points will be taken into consideration while the RP2021 will be executed,” said Saldanha.
Saldanha informed that the request to renovate the stage and beautify the area at Shree Krishna Devasthan had come to her three years ago and the project was tendered thrice before it could be finalized.
